I have made a decision to go for thesis based masters programs as it is more research oriented but I have a question that which maters program in Electrical stream would fetch a job faster thesis one or non-thesis one? Also which university in Canada is preferrable for masters in Electrical stream?

The Master's programmes in Canada commonly have either a capstone thesis and/or a capstone project as the logical end of the academic experience they entail. The general idea is that the student would be able to apply the knowledge gained as part of the entirety of the programme towards an end result that demonstrates the effectiveness of the said programme and the skill level and aptitude of the student.

The project path of completion often involves an internship or a similar kind of industry exposure to a real world problem. As such it is common for students who look for engineering careers and perhaps an immediate entry into the job market to opt for a capstone project. Often, the end result of a project is a deployment worthy product or a proof of concept prototype. A project would be the faster route to a job.

The thesis path of completion often involves performing academic research on an existing problem or an entirely original problem statement. The work in itself maybe theoretical or may involve prototyping as a proof of concept and maybe performed in the industry or on the University campus itself. The end result of a thesis is the compilation of a dissertation, publication of work done in journals/web archives and the defence of the thesis in the presence of a board of peers and professors.

Research education is often considered incomplete in developed nations until the completion of a Doctorate as a proof of authority over the domain of research. A Master's degree alone might not suffice to begin a career as a researcher in the industry but is perhaps adequate to begin a career as an engineer.

Canada has a world renowned University system. A metric of university/college identification can be based on rankings like the QS World University Rankings and other such rankings. These web portals may be considered a starting place to identify potential places of study. A visit to a particular university website and detailed research about the departments (people involved), thrust areas of research, volume of research publication, industry collaboration may go a long way in zeroing in on a place and programme of study.

For Masters program either Thesis or Non-Thesis option should work fine. From the standpoint of your question about what's the fastest way of landing a job, I would suggest a non-thesis option. It will get you through the degree program faster. If you want to further down into research, you can always explore the potential to pursue PhD down the road. My recommendation would be to finish the Masters program with non-Thesis option and look for a jo in industry. After a few years of working, you may decide whether a research path is right for you or not and decide the future option. The experience in industry would make you more versatile to make the right choices down the road.

I am not much aware of universities in Canada so won't be able to help you much with recommendation there. Good Luck!!
