The FAFSA is an application for FEDERAL aid, so I'm confused why you want to complete the FAFSA for non federal aid - if you are looking for non-need based aid, or just merit aid there are schools that don't require the FAFSA for that financial help. And because the FAFSA is FEDERAL, you as a student can not complete it without a social security number. There is a way to complete it if your parents don't have ss# ( if you are still a dependent student) but not you, as the student.
