Generally speaking, writer is hire graphic artists to create book covers for their books. This can cost from a few dollars to lots of money so you need to shop around to get the best price for the best talent unless you can find somebody to do it for you at next to nothing. Good luck.!

if you're book has been picked up for publication, it's likely the publisher will pick the designer/illustrator for your cover and may ask for your approval, but it's not always mandatory.
If you're self-publishing and are looking for an illustrator, feel free to check all the social medias you like. There's always illustrators posting on instagram, Tumblr or bluesky. If you find someone's art you like, just reach out and ask for their rate. Prices range depending on a million things. Another thing to do is look at book covers you like, check the inside of the book to see who did the cover and reach out to them. They may be available, and you may make a friend along the way.
Size is also going to depend on your book, so make sure you know what format and dimensions your book will be. if you don't know that yet, it's okay, but keep it mind as you communicate with your cover designer.
