In regards to the former, you should look into universities or colleges that deal offer culinary arts programs. While in school, you might also wish to apply for a fine dining restaurant as a server, host, or even a bus person. As for the latter, it depends on how far you wish to go. If you work hard, study under other chefs, get a position as sous chef eventually you might achieve the position as Chef de Cuisine, or the executive chefs. Sometimes chefs find their niche as pastry chef, poissonnier, saucier, etc, and enjoy the position so much they stay in that position.
