Both! You can work somewhere for a year or more and earn periodic raises based on years of experience alone. However, you can also study for certifications in your spare time that will help you argue for a higher salary in your current position.

You can be as slow or as aggressive as you like. The aggressive route would be to job-hop somewhat frequently, earn certifications and update your resume constantly, and leverage your certifications/knowledge for raises.
