If you are responding to a specific job opening, it should include the preferred method for uploading your cover letter & resume. However, if you're trying to get in the door of a company that doesn't have active openings or if you really want to make sure your resume gets seen you can do some research on LinkedIn by using the filters to locate anyone those in talent acquisition or recruiting roles. Then you can use the Google plug-in "Contact Out" to get their email and send a personal email to them with your cover letter and resume. It can also be a good idea when you are doing the research on LinkedIn to set your profile to "private" mode first so that they don't see you creeping on their profile.
