At entry level, employers frequently look for potential (ability to acquire knowledge and skills) in candidates. Once you're through with on-boarding, your performance, based on goals, gets tracked. Technical competence is critical at this stage. Your probationary period is meant to reasonably bring you up to speed. Full competence in your role is attained through a formal competence acquisition process.
Depending on your entry level, your potential gets assessed: technical ability, ability to deal with complexity & ambiguity, leadership skills etc. Psychometric tests are done to establish your personality traits. All this information is summarized and plotted on a potential - performance grid to determine possible career trajectories - high flyers are usually candidates for leadership training.
Career discussions with your manager during performance reviews ensures there is a mutual agreement on the way forward. Appropriate interventions and training solutions are then rolled out to support your career growth.
I've seen people who started their careers as trainees at the bottom of the ladder rise to positions in high echelons of power through such a process.
Excellence remains an overriding consideration in all endeavors.
