I honestly think it depends on the university and what they are known for. Those who are known for building leaders will love seeing that on your application.

student body is an activity that build your leadership skills. If you are asking if it helps you to get into a university easier?! In my personal experience, your GPA still speak louder, but your student body involving might bring you other networks as well.

In my opinion, I think being involved in any extra curricular activities that you are passionate about/interested in is what universities care about. They like to see leadership and initiative, but you should participate in activities that interest you most! For example, I love to dance, and in high school I joined an organization to help teach dance to younger students.
