To answer your question, some college programs require internships within their coursework, so if that's the case, you would set it up through your school to get course credit.
If your social work program for some reason does NOT include internships, you could still find and apply for them online on websites like Indeed.com, LinkedIn, and whatever else you can find. Just searching with the key words "foster care social work intern" should help you get a head start. If you can't find an open position, check the organization's website and look for "career opportunities". If you find an email on their website, you can just email them and say you are interested in being an intern, you are very passionate about the field they are in, and you are wondering if they have any opportunities for you to get some social work experience. These types of organizations are rarely going to turn away free help from an eager student.
Additionally, you can also talk to your social work career advisor because they will have some insider information about local programs/organizations that are looking for interns.
