Business, in general, is all about promotion. A clientele finds out about you through social media, advertising, or any form of broadcasting. I feel like it is harder to start off as a new business so maybe start off with certain reliability in what you do. For instance, some people work for other companies before starting their own, or having a certain certification definitely helps too! Good luck!

Several years ago I helped start a retail business and it taught me the following . If you are interested in starting a business and obtaining clients you need to research the industry and product or service to find out as much as you can, create  a plan on what you want to do and how to get there, obtain funding, gain the support of family/friends, work hard to a make it  successful.
