The question seems very generic. It will help if you can provide some more context. There is no "higher" or "lower" people. If you have a dream - go after it. Take stock of where you are currently - what you have, what you don't. For what you don't have - see if there is someone who can help with these. It is easier said than done - "Go after your dream". What I have found is if you have a guide or mentor - it makes it easier.
