It depends on your local requirements as well as your ambitions.

Some mechanics start in their own garage and work on family and friend cars. You'd just need the right tools and experience to start like that.

If you like to open a garage that can service multiple car and has several mechanics then it'll likely cost tens to hundreds of thousand $s in starting capital and/or loans.

To me, the key is to get the mechanic experience as well as business experience to run a shop. While you're getting the experience you can save $s to start your own down the road.
