what tools do you need to get into nerf modding
my name is Rafe and i am 12 i am looking into a starter business so i can sell custom nerf mods on ebay or etsy and i need some help to find what do i need to start this up #tech #machining

I have a 3D Printer as a hobby. I believe what you are asking is if you could create and print (additive manufacturing) 3D items for related to the modified Nerf products.
Have you considered looking on Youtube for the following key words:
"business basics for beginners"
"3d print nerf"
"buying your first 3d printer"
"learning to 3d print"
"starting on etsy"
The power of "search" and "just in time" education via the internet is amazing. I suggest you give these things a review.
I practice a very specific skill when I am learning something new. I write down the important things about the subject as if I were planning on teaching that subject to my friend. I ask myself, "where do you start", "what do you really have to know", "where are the gotchas", "what are the trends", "did you know that ...".
Finally every project creates a list of new questions. Write those down and ask the next question.
Search on educational videos:
Write down what you learn like you are going to teach someone
Write down the list of questions you can't answer

How cool! I would start by making an account on Etsy and showing off what you can do. If people like your Nerf products, they can purchase them directly from the website. For additional advertising, I would recommend using social media to encourage friends and friends of friends to shop on your site.
Also before doing any of this, talk to your parents because you will most likely need help with shipping the products and what not.
