What is the best way to pay for out of state universities, I really need help with this?

I don't have the eligibility to receive much aid, so I was wondering if there was any way I could get better scholarships. Is the best way just applying everywhere I see?

I'm not sure if this is possible, but I went to college as an out-of-state student during my first year. I got a driver's license in the state where the college was, lived there for four years, and then qualified for in-state tuition.
