Probably the Gulf of Mexico and out of the state of Louisiana and Texas. It's known as "Offshore Commercial Diving". There's also opportunities to underwater weld in coastal, lakes and river areas all over the US. This is known as "inland commercial diving". There are several trade schools in the US that can help you get started in this career.

Read everything you can about underwater welding and commercial diving on the internet.
Understand there's risk involved and safety is a concern.
Research trade schools that train in "Commercial Diving"
If you decide to choose underwater welding stay committed from the start and you will be fine.
