Hi,
Great question...loans are done mostly through what is called the FAFSA-Free Application for Federal Student Aid (FAFSA), FAFSA dot ED dot GOV. You can get loans from banks and other places but most are available by filling out the FAFSA for eligibility.
There is another website that is good for scholarhips, FASTWEB, FASTWEB dot COM. There are a lot of scholarships out there...through your parents employers, banks, local community organizations and businesses, your high school or college and many more. One word of caution on scholarships, I would not advise paying anyone to help you find scholarships...applications for loans and scholarships are free and you can do online searches for most of the information.

Thank you comment icon i'll be honest here when i say i'am a procrastinator. I've been accepted into a university, and my tuition is around $11,000. I want to get as much money as i can and i've applied to the FAFSA. I will apply to the FASTWEB now. thank for the tip. Jethro
