Can i change my goal for phd other then my M-Tech Project/Thesis?

if i change my mind to choose the area of research other then that i have choosen for my M-tech project .Or i want to change my research area for phd .

I'd suggest that the only opinions that counts is your University's Thesis and your Academic Advisors'. Ensure you get everything in writing and an updated graduation plan etc.

Changing you research area after a masters to a PhD is easy in some fields, but harder in others. Many programs appreciate cross disciplinary experience. I would second that the main factor will be the university rules and the flexibility of your PI or advisor.
