To be a video designer, you need to be creative, you need have sight to visualize how video should be produced with that mindset you can leverage video editing software to put ideas/vision to life.

For programming side, learning how to use a game engine is very useful (Easiest to hardest: GameMaker, Unity, Unreal). As for game design itself, there's a good online show call "Extra Credits" that talk about game design theories. Lastly, https://www.reddit.com/r/gamedev/wiki/faq has some good resources and tutorials to start off. Best of luck!
