Where is the best place to apply for scholarships?

I am an adopted Asian with a 3.97 GPA.

Give some of these sites a try. A lot of them let you type in specific demographic information like race, intended major, where you're from, if you're a first generation college student, etc.

I would recommend starting with https://www.fastweb.com/

Once you create your initial profile you can go in and refine it. They have a lot of sections where you can use to input demographic data about yourself and then Fastweb will recommend scholarships from all over, including websites previously mentioned.

Fastweb uses the information to recommend scholarships and internships as well for you. They also have a lot of resources for financial aid, loans, and student discounts. In your matches you can even sort them by application status (applied, not interested, going to apply, etc.)
