You should be contacting at least 10 colleges/universities now. See what they have to offer you in the field that you want to pursue. The whittle that list down to 3. Things like: is this school in-state or out-of-state, expensive or not, campus life and are their advisors really caring about student success.

This is where I would start.

Thank you for your question. Usually, the college application is submitted on the last year of high school. However, you may need to prepare the application early. Have you ever thought about what career you have interest. Hence, you can determine what subjects you would take as your major and minor and explore the colleges are good at these subjects.
Below are my suggestions :
1. Think about what you have interest, e.g. your hobbies, favorite subjects, etc. and identify the related careers
E.g. If you like music, do you want to be a singer, musician, music composer, musical artist, music producer, etc.
If you have interest in maths, would you like to be an accountant, banker, engineer, financial analyst, maths teacher, etc.
2. Find out more on these subjects and determine what you have interest
3. Speak to someone who are working in these careers. Seek guidance from your mentor, school career counsellor, your parents, etc.
4. Shortlist 1-2 careers you would like to pursue. The relevant subjects of these careers will be the major and minor you are targeting
5. Explore the college reviews on these subjects and find out the entry criteria

Applying usually begins at the start of senior year! Preparing during junior year (11th grade) is great as you will have a solid plan when applications start, but most colleges don't accept applications until October during senior year. Seeing that you're asking on here it seems like you are very attentive and should have little trouble figuring out a good route to follow!
