The best way to learn English is to practice it. When you first learned your very first language when you were a kid, how did you learn? Your parents talked with you and they showed you how to read and write. That's how you can learn English too.
Watch videos and shows with captions in your language and have the show be in English. You will learn words that the characters on TV are saying.
Try using Duolingo or Rosetta Stone to practice words. Use flashcards and write words on them.
Practice your writing skills. Translate text from your language into English and see how well you can translate them.
Take online or in person English language classes. You can also get a tutor to help you practice your English.
