Start with a music theory and/or aural skills class. Try your local community college - the music department there should be able to point you in the right direction :)

study composition, harmony, ensemble writing, styles, of course that you have to know how to write music.
Play and instrument is a most!!
The better that you play it, the better your compositions.

Go to school for a Composition Degree or just write music and market yourself to music teachers, conductors, and maybe even music supervisors to get your music in front of people.
