1. get the idea of all the component of your game
2. choose where the game will run (browser game, phone game, game on Windows, game on Linux, others, combination...)
3. base on 2: choose the technology for the User Interface and the backend
4. learn the technology language ...
5. Develop, test, repeat until it works.
