Hi John,
To play in the NBA, you must be at least 19 years old and at least 1 year past high-school. In the US, most NBA players are drafted from college teams.
Internationally, there is Basketball without Borders which holds short training camps and other programs around the world. There are also NBA Academies where the best train. The one for Africa is in Senegal.
There is a contact form for more information. But generally, you don't apply to be selected, you are invited. They have scouts all over the world and connections with local teams and coaches.
You need to play locally, both to develop your skills and to attract the attention of coaches and scouts and be invited for these types of opportunities.

Hey John - While millions aspire to play in the NBA, few are selected. To give yourself the best chance, keep developing your skills through local youth programs, play competitively against the best players you can find, and become obsessed with key aspects of the game (shooting, passing, dribbling, and defense). In addition, work on your athleticism (running, jumping, and change of direction at a fast pace). If you find playing in the NBA won't be possible, there are many opportunities for careers in professional basketball globally, including the NBA. Try and meet as many people currently running or working at the NBA Academy in Senegal, as well as people who come through to evaluate and manage players (scouts and agents). Best of luck to you!
