what is the best way to learn camera skills?

As a self-taught photographer, I would say that a grounding in the basics of photography and equipment are a starting point. From there, I learned the most by taking 1000's of pictures and trying to understand the differences in the settings on the DSLR or digital camera. The great thing about modern photography is the relative ease and low risk of taking lots of photos, and reviewing them instantaneously.
Having a grounding in the functionality and foundations of photography (exposure, aperture, shutter speed) will greatly accelerate your understanding and knowledge of photography. You can experiment and develop your own style in terms of composition, framing, contrast.
There're are also different fields of photography, so you may find that some appeal more to you than others - portraits, stills, nature, action, macro, large format, and so on.
Your imagination is the extent of the limits of photography. Knowing all of the elements that go into photography will better equip you to express yourself through the lens.

First of all, I am not a professional photographer, but I can be one. I have learnt and practiced a lot over 30 years and I have a small studio in my basement for my own family. My advise is purely based on my "non-professional" experience.
1. Purchase a simple basic DSLR or nowadays a simple Mirrorless camera within your affordability range. You can get a decent one for about $400 to $500 to start with.
2. Read the Manual and try to understand each of the controls. It may be very confusing at first. But it will get clearer over the days. You can also get video tutorials for your specific camera on Youtube. Watch them to get a quicker understanding. Make sure you know how to control three things: Aperture, Shutter Speed, and ISO.
3. Learn basics of Photography. Watch some basics of photography videos on Youtube or get a book from your nearby library.
Photography is "Drawing with Light". Hence it is all about controlling the amount of light passing through the lens into the picture frame
(Digital Image Sensor). There are 3 parameters:
A. How much light you are letting into through the lens (Aperture),
B. How long you are letting the light through the lens (Shutter Speed)
C. How sensitive is the picture frame (Image sensor) in the camera. This is called ISO.
4. Master the definitions of these 3 properties through the videos/books.
5. Put the camera in Manual mode so that you can take control all these attributes.
7. Take any subject that you want to photograph. Change each of these controls and take pictures and see how the images look and see how these controls affected the picture (darker/sharper/brighter etc change based on these controls).
8. Try out a lot and learn and improve and master the 3 exposure controls to get the best picture (exposure) that you want.
9. Now learn about the composition - what makes the picture more appealing. Now that you know how to control the picture exposure, you can try out composing the picture and see which one you like.
Hope this gets you started. I am still learning 30 years later and enjoying it.

All of the answers here are already fantastic, but I'll add that, especially because you're a visual learner, look into local groups, meetups, or classes that get you right into the action. I'm not a professional photographer, but I've attended a few local workshops and you meet a ton of different people with different areas of focus, different levels of experience, etc., and they're all there to help each other develop their skills.

You can check out youtube for some learning videos on camera skills. Also these skills improve with practice.
