While I don't work in this field, I wanted to give you something to think about as you wait for others to respond! I found this paper about how to effectively communicate with policymakers using psychology. Although I haven't read the full thing, it looks super helpful, and their three main points boil down to:
1. Frame your problems with your audience's bias in mind: One example from the paper is: "If policymakers make quick choices based on their values and simple moral judgements, tell simple stories with a hero and moral."
2. Timing is everything; find the right window of opportunity.
3. Organizations are dysfunctional and political, so adapt your strategy to that reality instead of assuming a rational, orderly process.
