Your question is overly broad. You'll need to know what type of fashion business you'll want to create. Do you want to open a clothing store? Do you want to design and produce fashion items? Do you want to be a fashion "influencer"?

Although I have never opened up my own fashion/clothing business, a great place to start for beginning and entrepreneurial career is to research on the internet! There are tons of free resources where you can learn everything from how to starting a business, to learning more about the fashion industry itself.

For example, doing a quick google search I came across this website that has an overview of how to start up a clothing company:

Then, after reading through the different steps you can continue to research what each step means, and how to do it in more detail!
