So you first question about sports psychology requires a different answer than your second question. In order to specialize in sports psychology, you just need to obtain at least a Master's degree, and lots of experience working in sports psychology. In order to be referred to as a psychologist, one needs to have a doctorate in psychology. A master's level is therapist, doctorate is referred to as a psychologist.
