I wish my children thought of this when they were 13. I believe that there are several ways for a 13-year-old to make money and start saving for future goals like a car.
One option is to start a Lawn Care Service. You could offer to mow lawns, weed gardens, or clean up yards for your neighbors. Many people appreciate help with their outdoor spaces. My eldest son did this to earn some extra pocket money.
If you love animals, you might want to consider pet sitting or dog walking. Many neighbors or friends might need help with their pets. Several teenagers in my neighborhood do this for extra cash.
Babysitting is another classic way for teenagers to earn money. Many girls in my neighborhood do this, but remember, parents want to make sure you have the necessary skills and are responsible enough to look after their young children.
If you're good at a particular subject, you could offer tutoring services to younger students who need help with their studies. Both my middle and eldest sons did this.
My youngest son explored online platforms that allow teenagers to do small tasks or gigs for money, like completing surveys, doing small graphic design projects, or providing tech support.

The first idea that came to mind was to do house cleaning for people. Another idea is to offer to do errands and chores for people that would not be able to do them. You can also consider house painting, washing cars, or working on a farm. Consider your state's 4-H Youth Development Program and explore possibilities there.
Also check with your local Town Hall and Chamber of Commerce to explore who may need your services and what additional employment opportunities are there for people your age. Read youth employment websites as well as do searches for how you can put some of your talents to work to earn money.
