if i study international relations from other country, will it not be possible for me to represent another c ountry or come back to my own country??

Late answer here, but adding for posterity's sake:
If you studied IR at Harvard or Oxford, do you thing your Ministry of External Affairs would turn you down?... most likely not. IR study is inherently... international. You will most certainly do well with an international education, especially if it is from a highly ranked IR school, if you return with internship experience, or learn new languages.
