If you want to draw, having an instructor is very important.
It's also important to discover your art style for future projects.
Make sure to find the right tools and software too.
If you aren't doing well and can't improve, don't sweat. We're not good at everything, and that's good. Find what you're talented in and follow that path!

1) Go to life Drawing sessions. Don't worry about being good, rather focus on getting good. If you can't go to a Life Drawing session, draw people on the street or restaurants or cafes.
2) Get any of those "Learn to draw" books and follow the instructions. Every book of those I've ever seen has great fundamentals. This goes both for Perspective and for anatomy.
3) Practice a lot. Drawing is a skill. You only get good by doing it. Always practice fundamentals.
4) Observe. I can't stress this enough. Pay attention to details.
5) Show your drawings to others and get their feedback. Listen to the feedback and apply it to your next drawings.
Best of success. I hope to see your drawings soon.

Hey Karelin,
That's really awesome that you want to learn to draw better! Jose and Thomas have told you everything you need to know already, but I'd just say along with Jose's #3, try to take a sketchbook with you as often as you can. Practice might not make perfect, but it will certainly bring steady incremental improvement. I studied animation in college and they taught us to keep a sketchbook religiously. I still keep a sketchbook and it's really cool to be able to look back at past sketchbooks and see the difference that all the practice has made so far. I think I'm probably on my 40 something-th sketchbook now.
Good luck!
