There is no bar on the age for developing mobile apps. It depends upon how do you want to pursue this. If you are planning to join some software company then you will be an employee/contractor for them and their employment rules and policies would be applicable. Now a days small startups are using apps to reach out to more and more customers and likewise there are many companies who hired the app developer.
