Hi Amariah,
California has a number of highly ranked engineering schools as well as National Labs and tech industries. UC Berkeley, Stanford, CalTech, UCLA, UC San Diego, UC Santa Barbara, UC Davis are all great schools.
Since you live in Sacramento and want to limit the cost of your education, there is nothing wrong with going to CSU-Sacramento: https://www.csus.edu/college/engineering-computer-science. You could also use a transfer program and get your associates at Sacramento City College before you transfer to a 4-year college for your bachelors:
https://scc.losrios.edu/academics/programs-and-majors/engineering. Just make sure that your CC credits transfer to the university of your choice. You can get additional hands-on experience if you look for summer programs at the National Labs as well as internships in the tech firms.
You would be employable for entry level positions with a bachelors degree in engineering, but for higher level positions, often a masters and/or PhD might be required.
I hope this helps! All the best to you!
