Take a look at this helpful website: https://www.va.gov/family-and-caregiver-benefits/education-and-careers/apply-for-dea-fry-form-22-5490/introduction. It guides you through applying for education benefits if you're an eligible dependent using Form 22-5490.
You might qualify if:
- The Veteran or service member is permanently and totally disabled due to a service-related injury.
- The Veteran or service member died in the line of duty or from a service-related injury.
- The Veteran or service member is missing in action, was captured, or detained by a hostile force for over 90 days.
- The Veteran or service member is in the hospital for a service-related permanent and total disability and might be discharged because of it.
You'll need some information to apply:
- Details about the Veteran or service member’s military service.
- Your current address and contact info.
- Bank account details for direct deposit.
Before starting, you'll need to sign in on a government site, with instructions provided. If you prefer, you can apply using a paper form, but this might take longer. Once you apply, you might get an immediate decision. If approved, you can download your Certificate of Eligibility. If not, you'll receive a denial letter. Sometimes, more time is needed to make a decision, and they might contact you for more information.
The process might seem a bit challenging, but with determination, you can do it. Good luck!

Check out this website: https://www.va.gov/family-and-caregiver-benefits/education-and-careers/apply-for-dea-fry-form-22-5490/introduction.
It takes you through the steps to apply for education benefits as an eligible dependent,
Form 22-5490 (Dependents' Application for VA Education Benefits).
According to this website, you qualify to apply if:
The Veteran or service member is permanently and totally disabled due to a service-connected disability, or
The Veteran or service member died in the line of duty, or
The Veteran or service member died as a result of a service-connected disability, or
The Veteran or service member is missing in action or was captured in the line of duty by a hostile force for more than 90 days, or
The Veteran or service member was forcibly detained (held) or interned in the line of duty by a foreign entity for more than 90 days, or
The Veteran or service member is in the hospital or getting outpatient treatment for a service-connected permanent and total disability and is likely to be discharged for the disability, and
You meet other requirements.
Next, you need to gather information to include:
Knowledge of your chosen Veteran or service member’s military service history.
Your current address and contact information.
Bank account direct deposit information.
Before the application process, you'll need to sign in to a government website. Instructions are provided.
According to the website, If you don't want to sign in, you can apply using the paper form. Please expect longer processing time for decisions when opting for this method. After you apply, you may get an automatic decision. If they approve your application, you’ll be able to download your Certificate of Eligibility (or award letter) right away. If they deny your application, you can download your denial letter. They will also mail you a copy of your decision letter. Note: In some cases, they may need more time to make a decision. If you don’t get an automatic decision right after you apply, you’ll receive a decision letter in the mail in about 30 days. And they will contact you if they need more information.
The application process may be tedious but if you are motivated, I'm sure you'll be able to process an application successfully.
Best of luck to you!
