I've known many people who work in food preparation without a culinary college degree. There are many different programs and it is likely you will be able to find one that fits your skills and needs.

Make a list of the culinary schools and programs near your residence.
Make an appointment with two guidance counselors to find out the class requirements.
Find a restaurant or other food service operation that you respect and describe three things you like about it.
Talk to one person who has attended culinary school and ask them if it was a good investment for their career.

It looks like the harder part about getting into culinary college is not becoming admitted but paying for it because it may cost about $15,000 per semester or even more. However, the admissions rate is pretty high (most people who apply get admitted). You can find some more data about admissions into culinary college here:

Generally, you need to have a high school degree or GED to apply. However, as the answer above pointed out, you can begin to learn about culinary art without attending a school.
