Administering too much anesthesia may result in lack of oxygen causing brain damage and possibly death.

Hence Anesthesiologists are extensively trained just like the surgeons they work with.

Generally, it takes 12-14 years to become a licensed anesthesiologist. 4y undergraduate, 4y medical school, and 4 years of residency. Then 1y in a fellowship program or 2y in private practice.

It depends on the amount the vast majority of time the patient will just a little longer to wake up and may feel the effects longer. Rarely there are more significate problems that could even include death
