I search this information at Google and seems the "Sabanci Business School" is the #1 business school for your reference.

Galatasaray University also has a great MBA program but I think you are looking for undergraduate programs. So yes Sabanci would be the best but is expensive. Bogazici University is also one of the best universities in Turkey and it is a state university.

After doing a little bit of research on this, I found the best college to study in Turkey, specifically Istanbul would be Istanbul University School of Business. They have a lot to offer at the university!
