When is the best time to apply for a scholarship as a graduate ?

As a Petroleum Engineer what kind of fully funded schorlarships can I get into?

- I am financially on the low end and cannot afford furthering my education by my self, what programs out there can help me.

- I graduated top of my class.

If you have selected a college already, view their financial aid page to apply for institutional scholarships. The best time to apply for scholarships is before the semester starts. Usually Teaching assistant positions and Research assistant positions in universities are filled before the semester starts and are coupled with scholarships or tuition fee waivers.
Another good way to get scholarships is to search alumni funded programs. Resident assistant programs are available for students who are not loc to the campus and save a lot in stay and food.
