Hello, Jonathan !
The legal age to work in your state of Texas is 14, but if you are 12, you can work in a parent owned business, a farm, or as a child actor and your pay and hours will have restrictions.
You would not be able to obtain work from a typical employer and the Employment Programs in your state are for students starting at age 14. There is one way that you could possibly obtain some spending money, however.
Learn how to do tag/yard sales. This would be money in hand at the time you do it. Gather items that can be sold at the sale and make flyers and posters of the days and dates and times the yard sales will be held. If you can make something to sell at these sales, that would be great, too. Most towns in Texas do require a fee to have tag or yard sales and that's usually about $5 to $16 depending on the town. I left a link below for you that talks about how to do a yard sale.
Work study programs are not available in Texas at the junior high school level, however, the Texas Workforce Commission does offer youth programs for middle and high school students. Those programs are not for job placement, rather they introduce and teach students about employment, help you explore careers and develop skills. You can ask your guidance counselor or teacher about these programs to learn how employment works.
Since you may not have any work experience, I would advise that you do not do online work or get involved with websites that you may not understand. Try to get your first job on site, in person. This will allow you to learn the people skills and communication skills you will need going forward.
Best wishes to you !

Good Day Jonathan!
There are very limited jobs for 12-year-olds in San Angelo, TX, due to child labor laws, which restrict work during school hours and limit total work hours. For work to be possible, the child must be at least 14, may not work more than three hours on a school day or 18 hours during a school week, and may not work more than eight hours on a non-school day or 40 hours during a non-school week.
Tech or tutoring from home sounds suitable. You may be a little young but you may be good at searches to access research data.
GOD BLESS!
