What colleges are best for getting into the technology field, especially software development?

I'm currently a 10th grader in a dual enrollment program for computer science looking to get into software development. I have very little experience with programming outside of what was needed for class, like very basic use of the windows command prompt and Ubuntu. I would appreciate it if I'm recommended colleges around Maryland, but if there's something much better that's further away that is also fine.

How can I build a portfolio in high school to get into IT?

I am already in a dual enrollment program taking IT classes, which I am aware is a very big step. However, I would like to know if there's any other things I could be doing to increase my chances of getting an IT position somewhere. I am interested many different fields, with many of them in the computer science industry. I have been exposed to the vast potential that a career in computer science or cybersecurity could have but I have had trouble narrowing down a specific area of interest.
