How can I digitize and track inventory across multiple buildings when the materials are frequently moved?

I’m struggling with inventory work at my organization. We have many buildings and a lot of materials, but the items get moved around often, which makes it hard to keep track of everything.
 
I’ve been thinking about using digital tools like QR codes or magnetic barcode readers to help with codification and tracking, but I’m not sure where to start or what the best practices are.
 
What tools, systems, or strategies would you recommend?

You need a warehouse management system that tracks multiple warehouses. Blue Yonder and Manhattan are likely the best, but most expensive. Lots of solutions out there though - do some research.
