The quickest way is to get a job with a non union shop as a helper. They will put you right to work. You may be able to reach out to an apprenticeship organization like the Independent Electrical Contractors and they will put you to work before enrollment in a program. If you wish to go union I am not positive but I believe you have to enroll before they can put you to work. Every state is different.
With the lack of skilled labor everywhere you should not have to pay for training. I suggest not paying for any training other than a officially sanctioned apprenticeship. Most apprentice programs only require you to buy books at the most.
