Generally speaking, usually tuition fees cover room and board but not necessarily the meal plan. Each school does it differently, but normally you get a letter from the school before the year or semester starts, asking you what type of meal plan you want.

Honestly it depends on the school that you go to. In some cases the scholarships that you get might cover it and in other cases it might not. Make sure that you look at your financial aid letter when you get it in the mail to find out what the school does and does not cover with grants and scholarships.
