How do I tell a public speaker we dont need her to come to our school ?

I set up a meeting to have this person come. She's a really good public speaker and I just got word that we dont need her and also we cant pay her

If you are hoping to continue this relationship, be honest.
Tell your speaker that unfortunately, things have changed for the upcoming engagement.
I would communicate something like this:
"It pains me to tell you that some things have changed since we last spoke about your appearance at our school.
We were looking forward to your presentation, and sincerely appreciate the knowledge you are willing to share with us.
Unfortunately, we are needing to cancel. I apologize for any inconvenience. May we consider you for future engagements?"

Was there a signed contract? If so, you need to abide by its terms regarding payment and cancellations.

Regardless, a simple email should suffice. A quick "due to unfortunate circumstances, we will need to cancel your appearance. We hope to work with you again in the future" or something like that.

I suggest just sending her a nice short friendly email. Thank her for her willingness to help and let her know you were really personally looking forward to her being there and learning from her. Then just let her know that plans have changed and, per the school, you can no longer move forward with the engagement due to budgetary reasons.

I would send her a short polite email explaining that unfortunately the school plans have changed and that you would love to still be able to work with them in the future and thank her for her time.
