Some colleges have marine biology programs, others will have biology, oceanography or environmental degrees that are related and might also be interesting for you. You could e.g. get a bachelors in biology and specialize in marine biology in your masters.

Hello io,

There are many undergraduate institutions in Virginia to look from as there are lots of institutions available for you to choose from. However, the University of Virginia and William & Mary comes across as the best institutions in that state, so it would wise to aim for one of the better universities in the area. Do your research on the internet about which institution is right for you though regardless of those two that I mentioned here and choose based on what you think would better suit you.
