Get a junk PC that has a sound output, get decent enough headphones or speakers. Put Ubuntu Studio on the computer. Learn Audacity enough to make a final track in .wav and .mp3 format. Learn everything there is to know about Hydrogen and LMMS. When you are done make a SoundCloud and MixCloud account, start posting your beats there. Don't worry about copyrights or legal representation to start, worry more about reach and networking to start. Make friends with skilled performers and musicians and start to collaborate with them.

Don't worry about having top notch equipment, if you knew how some songs you love were recorded you will understand you don't need that much equipment.
Don't worry about the software. Maybe you have a really good computer now, use it. LMMS Audacity and Hydrogen work on all three major platforms.
Don't worry about gigs, record contracts, copyright laws, or representation (like managers etc). If you can do most of everything yourself you will not need to rely on them.
By the time you need people to help you with gigs and representation, you will know it and it will make sense, let them find you, don't go looking for them.
Find your audience. Find your collaborators. Find your niche. Make music often. Post music regularly. You are now a beats producer.
