Like others said, modern technology offers a lot of free or cheap options which are accessible to beginners. Find a recording software, a DAW to connect a computer, and search YouTube for tutorials on how to operate within your chosen program.
Additionally, there are schools focused specifically on sound production. See what colleges nearby offer music production majors. There's a lot of depth to successfully producing and a dedicated education focused on producing will be your best bet!

Step one would be to have a computer, step would be to obtain a DAW (digital audio workstation.) Reaper is free/cheap and has lots of tutorials on YouTube to get you started. Headphones will be fine for making music. Don’t overcomplicate it just get started and do it often!
