Do you have to work your way up from a airline customer service representative to become a skycap?

Skycaps are the only airline customer service representatives who get tips. Is it a privilege or product of seniority to work as a skycap for an airline? I used to be a manager for Skycaps. The company the normally provides this service is not the airline itself, but a third party contractor. Typically these jobs are for those that have been with the company for many years and have started up doing other things the company may do, such as pushing wheelchairs. I would look into companies that do many contracts at an airport and try to get in and work your way up to Skycap, but in my experience, these jobs are hard to come by without years with the company. It does, however, pay very well.
