You can look at the best medical schools in the NY area. Outside of Columbia University, there's Icahn School of Medicine at Mount Sinai, Weill Cornell Medicine, University of Rochester Medical Center, NYU Medical Center, and more.

I did some research on your question and found a few common schools on the top of the best Neuroscience programs in NY, they just focus on undergraduate programs with Neuroscience being the major. A few lists began with Columbia University being the common best. I also found a list that gave specifics to how many degrees an institute has and which are the best which I will link below.

One thing you should consider is what are the steps to becoming a Neurologist.
1. You have to receive undergraduate education of up to a Bachelors Degree, so consider what you would like to major in? (Biology, Chemistry, Neuroscience, Psychology, etc.)
2. Next, you must figure out what school you would like to attend based on those majors.
3. Then, you want to look into the prerequisites for being accepted into Medical school
4. Finally, what medical school you would like to attend?

These are all beginner steps of just simply planning out what you would like to do and how you can get there. There are many small steps in between but this should help you get an idea of where to start.
