It depends on the kind of art you would like to do. Many schools would have majors engaged in the Fine Arts, Communications, Marketing, 3D, Laser, photography and the like.
Identify your art medium (ie. graphic/traditional)
Research schools that have a major or minor in the field you wish to pursue

Liberal arts colleges and universities tend to be very good regarding art programs.
Even large state universities (that have a large amount of resources), can have some very good art programs and courses.

"If you wanna do art," then do art, but don't depend on the school to be the sole source of your productivity. Whatever work you make for school is often geared towards specific assignments, which will help you immensely in your own art production. Most four-year institutions offer art as a major, and what you get out of it is often the result of what you put into it. So pick a school where you feel inspired to do the coursework, study art as a major, and keep making your own art. There are schools that specialize in fine arts, but no school can guarantee its graduates a career in anything. Your future in art is a result of what you are willing to give to it.
